Hegemonik sürecin açıklamasında Versay sürecinden sonra kurulmuş olan dünya düzeninden İkinci Dünya Savaşı bitimine kadar geçen zamanın önemli bir dönem olduğu değerlendirilmektedir. Bu dönemin anlaşılmasında İtalya Komünist Partisi liderlerinden Antonio Gramsci’nin düşünceleri ve “Hapishane Defterleri” olarak toplanan yazıları hegemonyanın anlaşılması bakımından kayda değer çalışmalardandır. Gramsci bu dönemi, hegemonyanın sağlanmasında rıza üretme sürecinin karşılıklı bir anlaşma safhası olarak görmüş ve insanların bile bile hegemonik sürece nasıl dâhil olduklarını açıklamaya çalışmıştır. Dünya, İkinci Dünya Savaşı sonrasında yeniden kuruldukça bu hegemonik süreç tekrar önemli hale gelmiştir. Doğu ve Batı kulübünün kurulması, ülkeler üzerinde hâkim güçlerin emperyalist baskısı bu dönemde de devam etmiştir. Avrupa Birliği’nin kuruluş amacı ile sürmesi ve bu sürecin Avrupa devletleri arasında barış ve demokrasinin sağlanması ile birlikte Avrupa değerlerinin savunulması dikkat çekmektedir. Bu makalede tarihsel gelişimi içerisinde hegemonya kavramı incelenerek, Avrupa Birliği sistemi içerisinde Almanya merkezli bir hegemonik düzenin tartışması yapılmaktadır. Çalışmada, bir ülkenin hegemon haline gelmesi için üretim sistemi ve kurumları, kültürü, parası vb. ile dünyayı tahakkümü altına alması, bunu askeri güç ile de destekleyebilecek kapasitede bulunması gerektiği iddia edilmiş, bu çerçevede Avrupa Birliği’nin yeni bir üretim tarzı, toplumsal ilişkilerin ve sınıfların yeniden belirlendiği ve bunun dünya ölçeğinde yayılacağı bir yapı arz etmediği ortaya koyulmuştur. Böylece Versay sistemiyle başlayan ve Gramsci’nin bahsettiği hegemonik sistemden farklı bir sistemin oluştuğu ortaya konulmuştur. Elde edilen bütün bilgi ve bulgular neticesinde, Avrupa Birliği sisteminin içerisinde bilinen anlamıyla bir hegemonik düzen veya hegemon gücün olamayacağı, Almanya’nın ise, Avrupa Birliği çatısı altında öncü/lider ülke konumuna sahip olabileceği sonucuna ulaşılmıştır.

In the explanation of the hegemonic process, it is considered that the time from the world order established after the Versailles process to the end of the Second World War was an important period. In the understanding of this period, the thoughts of Antonio Gramsci, one of the leaders of the Italian Communist Party and his writings collected as Prison Notebooks are noteworthy in terms of understanding hegemony. Gramsci saw this period as a phase of mutual agreement of the process of consent in the provision of hegemony and tried to explain how even people were involved in the hegemonic process. This hegemonic process became important again as the world re-established after the Second World War. The establishment of the East and West club and the imperialist pressure of the dominant powers on the countries continued in this period as well. The continuation of the European Union for the purpose of its establishment and the establishment of peace and democracy among European states together with the defense of European values are noteworthy. This article examines the concept of hegemony in its historical development and discusses a German-based hegemonic order within the European Union system. In this study, it is claimed that a country should be able to dominate the world with its production system and institutions, culture, money, etc. in order to become a hegemon, and that it should have the capacity to support it with military power. It has been revealed that it is re-determined and does not present a structure in which it will spread throughout the world. Thus, a system different from the hegemonic system mentioned by Gramsci, which started with Versailles system, was revealed. As a result of all information and findings; it has been concluded that there is no known hegemonic order or hegemon power in the European Union system and that Germany may be only a router and leadership country under the umbrella of the European Union.
