İstiklal Caddesi Örneğinde Madde Kullanıcılarının Sokaktaki Görünümü Üzerine Bir Değerlendirme

Madde kullanımı bireysel ve sosyal düzeyde etki oluşturabilecek niteliğe sahip bir yapı arz etmektedir. Bireysel anlamda kişinin psikolojik, fiziksel ve sosyal yaşamı üzerinde olumsuzluk oluşturmasının yanı sıra önleme ve tedavi çalışmaları açısından toplumsal bir maliyeti de bulunmaktadır. Bunların yanında toplumsal yaşamın ortak alanlarında görünür olabilen ve buna bağlı olarak kullanıcı olmayan bireylerin huzur ve güvenliğine yönelik risk olarak algılanabilen deneyimler oluşturabilmektedir. Bu anlamda toplumsal yaşama katılan tüm bireylerin önemli ortak mekanlarından biri olarak sokak yaşamı, madde kullanıcılarının da görünür olabildiği ve yeni riskler oluşturabildiği bir alandır. Bu çalışmada madde kullanıcılarının sokaktaki görünümleri ve görünürlükleri araştırılmıştır. Bu doğrultuda nitel araştırma deseni takip edilmiş olup İstiklal Caddesi’nde çalışmakta olan 10 esnaf ile görüşme yapılmıştır. Görüşmeler sonucu elde edilen veriler betimsel analiz yöntemi ile analiz edilmiştir. Bu analiz sonucunda Madde Kullanımı Hakkında Bilgi Kaynakları, Madde Kullanıcılarının Sokak Hallerine İlişkin Gözlemler, Madde Kullanıcılarının Çevreye Etkisi, Madde Kullanıcılarının Bölgedeki Yoğunluğuna İlişkin Görüşler, Bölge Esnafının Destek Girişimleri ve Önerileri olmak üzere 5 tema belirlenmiştir. Çalışmanın sonucunda; bölgedeki esnafın madde kullanımı hakkında bilgi sahibi olduğu ve bu bilginin en temel kaynağının gözlem olduğu, madde kullanıcılarının genellikle baygın, madde etkisinde gözlemlendiği, bölgenin göç alan ve marjinal grupları barından yapısının bağımlılar için kullanım alanı olarak kullanılmasının önünü açtığı, kullanıcıların esnafa negatif bir etkisinin olmadığı ancak bölge açısından sorun oluşturabildiği, esnafın madde kullanıcılarına destek olmak için bireysel çabalarının yetersiz kaldığı, sivil toplum kuruluşların ve devletin bölgedeki soruna ilişkin daha fazla sorumluluk alması gerektiği anlaşılmıştır.

Substance use have certain individual and social effects. In addition to creating a negative impact on the psychological, physical, and social dimensions of individual life, it also has a social cost emanating from prevention and treatment process of substance use. Besides that, it has direct visibility in common areas of public life, which in turn, may pose a risk to the social safety of non-users. As one of the important commonplaces of all people who participate in social life, in this respect, street life is an area where substance users can also be visible and create new risks and threats. This study aims to explore the appearance and visibility of drug users on the street. Accordingly, qualitative research was adopted and interviews were done with 10 tradesmen working in Istiklal Street (Beyoglu). The obtained data were analyzed by using descriptive analysis method. As a post- analysis, 5 themes were designated as Information Sources About Substance Use, Observations on Street Appearance of Substance Users, Impact of Substance User on the Environment, Opinions on Density of Substance Users in the Region, Support Initiatives and Suggestions of Attendants. The implications of our study suggest that (i) tradesmen in the region are aware of substance users’ existence through direct observation, (ii) substance users are found mostly unconscious and under the effect of substances, (iii) the social structure of the region which is open to immigrants and marginal groups makes the use of substances much easier and accessible, (iv) substance users do not harm tradesmen while it can pose a problem for the region’s reputation, (v) the individual efforts of tradesmen for the support and treatment of these groups are not sufficient and hence non-governmental organizations and the government should take more responsibility for the resolution of the problem in the region.
