Hizmet İhracatı ile İstihdam Arasındaki İlişkinin Johansen Eşbütünleşme ve Toda Yamamoto Nedensellik Testi ile Analizi: Türkiye Örneği

Hem gelişmiş hem de gelişmekte olan ülkelerin en önemli problemlerinden biri nüfuslarının işgücü içerisinde değerlendirilebilecek kesimi için istihdam olanakları sunabilmektir. Uluslararası ticarette rekabet edebilirliği olan sektörler ve iş kollarının istihdama olumlu katkı sağladığı literatürde genel olarak kabul edilmiş bir gerçektir. Mamul mal ticareti gibi hizmetlerin de gelişen bilgi iletişim teknolojileri ile birlikte dış ticarete konu olduğu olgusal olarak gözlenmektedir. Buradan yola çıkarak hizmet ticaretinin istihdam üzerinde bir etkisinin olup olmadığı çalışmanın temel sorusunu oluşturmaktadır. Bu soruya cevap bulabilmek amacıyla Türkiye için 2008-2020 yılları arasındaki üçer aylık veriler kullanılarak Johansen Eşbütünleşme ve Toda Yamamoto Nedensellik testleri yapılmıştır. Bağımlı değişken olarak 15-65 yaş arası nüfusundaki istihdam miktarı kullanılmıştır. Açıklayıcıyı değişken olarak toplam hizmet ihracatı, ABD Doları ve TL kredilere uygulanan faiz oranı, eğitim, doğrudan yabancı yatırımlar ve toplam iktisadi faaliyetleri göstermesi için cari fiyatlarla GSYH kullanılmıştır. Çalışmada kullanılan veriler Uluslararası Çalışma Örgütü (ILO), Dünya Ticaret Örgütü (WTO) ve Türkiye Cumhuriyeti Merkez Bankasından alınmıştır. Bu çerçevede kurulan eşbütünleşme modelinde değişkenler arasında en az dört adet eşbütünleşme vektörü tespit edilmiştir. Hata düzeltme modeliyle kısa dönemde dengeden sapmaların yaklaşık %55’inin bir sonraki dönem düzeldiği görülmüştür. Değişkenlerden hizmet ihracatından, eğitimden ve GSYH’dan istihdama doğru nedensel bir ilişki olduğu tespit edilirken doğrudan yabancı yatırımlardan, ABD Doları cinsinden açılan kredilere uygulanan faiz oranından ve TL cinsinden açılan kredilere uygulanan faiz oranından istihdama yönelik nedensel bir ilişkiye rastlanmamıştır.

One of the most important problems of both developed and developing countries is to provide employment opportunities for the segment of their population that can be evaluated within the workforce. It is a generally accepted fact in the literature that sectors and business which are competitive in international trade contribute positively to employment. It is factually observed that services such as the trade of finished goods are tradable with the developing information communication technologies. Based on this, the main question of the study is whether trade in services influences employment or not. To find an answer to this question, Johansen Cointegration and Toda Yamamoto Causality tests have been performed using the quarterly data between 2008-2020 and the time series method for Turkey. Employment number of the population between the ages of 15-65 has been used as the dependent variable. Total service exports, interest rates for US Dolar and Turkish Lira, education, foreign direct investment, and GDP at current prices have been used as the explanatory variable. The data used in the study has been taken from the International Labor Organization (ILO), the World Trade Organization (WTO) and the Central Bank of the Republic of Turkey. Accorrding to cointegration model results at least four cointegration vectors have been determined among the variables. With the error correction model, it was observed that approximately 55% of the deviations from the balance in the short term improved in the next period. While it has determined that there are a causal relationship from the from service exports, education and GDP to employment, a causal relationship towards employment has not been found from foreign direct investments, the interest rate applied to US dollar loans and the interest rate applied to TL loans.
