Kentleşme ve sorunları farklı bilim dallarına ve çeşitli araştırmalara konu olmaktadır. Bu çalışmada kentleşmenin yapıcı aktörlerini temsil eden Şehir Plancıları Odası ve Mimarlar Odasının bu sorunlu alana karşı mesleki yaklaşımları ve tavırları değerlendirilmektedir. Çalışma 1961-1999 dönemini kapsamaktadır. Şehir Plancısı Odası ve Mimarlar Odasının, üyelerinin mesleklerini icra etmede karşılaştıkları sorunlara karşı ortak meslek ahlakı ve etik değerlerini oluşturmak ve/veya korumak için izledikleri yol ve yöntemler incelenmektedir. Çalışmada literatür taraması yöntemiyle, odaların süreli yayınlarının analizi ve oda kararlarının incelenmesiyle elde edilen bulgular yorumlanmaktadır. Türkiye’de Şehir Plancıları Odası ve Mimarlar Odasının 1961–1999 döneminde meslek ahlakını ve etik değerleri oluşturmadaki işleyişi, sorunları ve gelişmeleri bu makalenin özünü oluşturmaktadır. Her iki odanın gecikmeli/geç örgütlenmesi, meslek öncesi ve meslek sonrasında ahlak ve etik değerlerin geliştirilmesindeki eksikler, odalar tarafından tespit edilen aykırılıklara ve düzenlemelere yönelik cezai işlemlerin azlığı ve yaptırım zayıflığı nedenlerinden dolayı etik ve ahlaki ilkelerin işleyişi dönem dönem bazı eksiklikler ve iyileştirilmesi gereken konularla gelişim göstermektedir. Şehir Plancıları Odası ve Mimarlar Odası, geleneksel meslek ahlakı ve evrensel etik değerlerin yasal boyutlarının oluşturulması için çalışmalar yürütmüşler, ancak sorunlarla da karşılaşmışlardır.  Her iki odanın örgütlenmesinden kaynaklanan sorunların varlığı, Mimarlık ve Şehir Plancılığı lisans eğitim-öğretimi müfredatında mesleki değerler ve ilkeleri içeren ve önceleyen derslerin bulunmayışı, mesleğin uygulanmasında meslek ahlakı ve disiplinin ortak temellere dayalı bağlayıcı kurallarla geliştirilmemiş olması gibi sorunlar bu alandaki gelişmeler üzerinde etkili olduğu söylenebilir.

Urbanization and related problems have been subject to various disciplines and studies. In the present study, the occupational approaches and attitudes adopted by the Chamber of City Planners and the Chamber of Architects, which represent the constitutive actors of urbanization, towards this problematic field are evaluated. The study covers 1961-1999 period. The approaches and methods adopted by the Chamber of City Planners and the Chamber of Architects towards establishing and preserving common professional ethics and ethical values against the problems faced by their members in performing their profession are examined. In the present study, the analysis of the periodicals published by the each chamber and the findings obtained from each chamber’s decisions are evaluated through literature review. The functioning, problems and developments underwent by the Chamber of City Planners and the Chamber of Architects in establishing professional ethics and ethical values throughout the period between 1961 and 1999 constitute the core of the present article. It was observed that the functioning of ethical and moral principles progressed cyclically with the presence of certain inadequacies and points of improvement due to factors such as the delayed/late organization of both chambers, inadequacies in the development of pre-vocational and post-vocational moral-ethical values, the lack of criminal action towards the anomalies and regulations detected by the chambers and weak enforcement. The Chamber of City Planners and the Chamber of Architects have worked towards establishing the legal dimensions of traditional professional ethics and universal ethical values, but faced problems as well. It can be said that problems such as the presence of problems resulting from the organization of both chambers, the absence of courses involving and prioritizing professional values and principles in the curricula of Architecture and City Planning education, and the fact that professional ethics and discipline were not developed with connective rules based on common foundations in the performance of the occupation were effective on the developments in this field.
