Demokrat Parti’nin 7 Ocak 1946 tarihinde kurulması ve 14 Mayıs 1950 milletvekili genel seçiminin ardından iktidara gelmesi Türk demokrasi tarihinde önemli bir dönüm noktası olmuştur. Böylece, 27 yıllık tek partili dönem sona ermiştir. Demokrat Parti hükümetinde Mahmut Celâl Bayar Cumhurbaşkanı, Ali Adnan Menderes ise Başbakan olmuş ve bu makam ilk kez Cumhurbaşkanlığı makamının önüne geçmiştir. Bu dönem, devlet müdahaleciliğinin olduğu bir ekonomik yapıdan özel girişimi önceleyen açık ekonomiye geçiş denemelerinin görüldüğü bir dönem olmuştur. Demokrat Parti hükümetlerinin toplam iktidar süresi on yıl gibi uzunca bir dönemi kapsamaktadır. Bu on yıllık dönemde, 1954 yılında genel seçim ve 1957 yılında Türkiye’nin ilk erken genel seçimi yapılmış ve farklı nedenlerle beş ayrı hükümet kurulmuştur. Her bir hükümetin programının ayrı olmasından dolayı, Demokrat Parti’nin temel ekonomi anlayışı paralelinde biçimlenen turizm politikalarına ilişkin dönemlere göre değişiklikler olmuştur. Bu araştırma, aynı zamanda bir turizm tarihi çalışması niteliği taşımaktadır. Bu kapsamda, literatür taraması yöntemiyle 1950-1960 yılları arasında art arda beş kere hükümet kuran Demokrat Parti iktidarı döneminde Türkiye’nin turizm politikaları ve turizm alanındaki gelişmeler, ekonomik yapı bağlamında incelenmiştir. Ayrıca Demokrat Parti hükümetlerinin programlarında turizm politikalarının nasıl yer aldığına, her bir hükümet döneminde turizm alanında yapılan yasal düzenlemelerin analizine ve uygulamalara yer verilmiştir.

The foundation of the Democrat Party on 7 January 1946 and its coming to power following the parliamentary elections on 14 May 1950 marked a turning point in the history of Turkish democracy. The founding of the Democrat Party and its ascension to power following the general elections of 14 May 1950 marked a pivotal moment in the history of Turkish democracy. It ended 27 years of one-party rule. In the Democrat Party government, Mahmut Celâl Bayar became president, and Ali Adnan Menderes assumed the role of prime minister, marking the first instance of the position becoming more prominent than the presidency. This period was characterised by efforts to move from an economy with heavy state intervention to one that prioritised private enterprise and an open market economy. Democrat Party governments ruled for a significant period of ten years. During this ten-year period, the general elections in 1954 and Türkiye's first snap general elections in 1957 led to the formation of five different governments for various reasons. Due to the distinctive programmes of each government, the tourism policies, which were designed in accordance with the fundamental economic principles of the Democrat Party, varied from period to period. This study employs the literature review method to analyse Türkiye's tourism policies and developments in the field during the Democrat Party's consecutive five-term rule between 1950 and 1960, within the context of the economic structure. Furthermore, this study examines how tourism policies were incorporated into the programmes of the Democrat Party governments, analyses the legal regulations.
