Günümüzde toplumların birebir yaşadığı olağanüstü sıcaklıklar, sel felaketleri, kuraklıklar, doğal afetlerin sayısında gözlemlenen artışlar ve kutuplardaki dev buzulların erimesi gibi küresel anlamda yaşanan iklimsel değişimler tüm insanlığın karşılaştığı önemli çevresel problemlerden biri olmaktadır. 20. yüzyılın ikinci yarısından sonra iklimin küresel ölçekte ciddi boyutlarda değiştiğine yönelik yaşanan çevresel felaketler ve bunun insanı olumsuz şekilde etkilediğine dair kanıtların artması tüm ülkelerin iklim üzerine yoğunlaşmasına sebebiyet vermiştir. Özellikle de iklim değişikliği sorununun insan kaynaklı faaliyetlerle ortaya çıkması ülkeleri daha da tedirgin etmiştir. Bu doğrultuda iklim değişikliğinin olumsuzluklarını en aza indirme adına yapılan girişimlerden biri olan 1992 yılında gerçekleştirilen Birleşmiş Milletler İklim Değişikliği Çerçeve Sözleşmesi bir milat olarak kabul edilmektedir. Akabinde pek çok çabalar ortaya koyulmuş lakin çoğunda istenilen seviyeye gelinememiştir. Ancak 2015 yılında gerçekleşen Paris İklim Değişikliği Anlaşması ise bu noktada gelecek için bir umut vadetmektedir. Türkiye’de küresel ölçekte yaşanılan bu iklim sorununa karşı kararlı bir tutum sergilemiş, Paris Anlaşmasına taraf olmuş ve çeşitli yükümlülükler ve sorumluluklar üstlenmiştir. Buradan hareketle çalışmanın amacı, küresel ölçekte yaşanan iklim değişikliğinin ortaya çıkardığı sorunlara yönelik ülkeler tarafından ortaya koyulan çabalara Paris iklim Anlaşması’nın nasıl katkı sağladığını ve özel de ise Türkiye’nin bu kapsamda nasıl bir tutum sergilediğini ortaya koymaktır. Bu doğrultuda çalışmada küresel iklim sorunu detaylı incelenmiş ve bu sürece yön veren uluslararası mücadeleler ele alınmıştır. Akabinde Paris İklim Anlaşması’nın öneminin ne olduğuna, içeriğine ve taraf olan ülkelere getirdiği yükümlülükler ve sorumluluklar açıklanarak nihayetinde Türkiye’nin anlaşmaya yönelik çabaları tartışılmıştır.

Climatic changes such as extraordinary temperatures, droughts, melting of giant polar ice caps, flood disasters and increases in the number of natural disasters faced by societies today are one of the major environmental hazards faced by all humanity globally. After the second half of the 20th century, the environmental disasters that the climate has changed significantly on a global scale and the increasing evidence that this has adversely affected human beings have caused all countries to focus on climate. In particular, the emergence of the climate change problem due to human-induced activities has made countries even more uneasy. In this direction, the United Nations Framework Convention on Climate Change in 1992, which is one of the attempts made to minimise the negative effects of climate change, is considered a milestone. Subsequently, many efforts have been made, but most of them have not reached the desired level. However, the Paris Agreement on Climate Change, which was realised in 2015, promises hope for the future at this point. Türkiye has shown a determined attitude towards this climate problem experienced on a global scale, has become a party to the Paris Agreement and has assumed various obligations and responsibilities. From this point of view, the aim of the study is to reveal how the Paris Climate Agreement contributes to the efforts put forward by countries to address the problems caused by climate change on a global scale and what kind of attitude Türkiye has taken in this context. In this direction, the study examined the global climate problem in detail and discussed the international struggles that shaped this process. Subsequently, the importance of the Paris Climate Agreement, its content and the obligations and responsibilities it brings to the countries that are party to it are explained and finally Türkiye efforts towards the agreement are discussed.
