Dünyada ombudsmanlık kurumu olarak bilinen kurum ilk defa İsveç’te kurulmuştur. Ombudsmanlık kurumu,  vatandaşların şikâyeti üzerine ya da kendisi gerekli gördüğü alanlarda inceleme kapsamı alanındaki kurumları inceleme, görüş bildirme yetkisine sahiptir. Türkiye’de bağımsız bir denetim mekanizması olarak kurulması 2012 yılına denk gelmektedir. Ombudsmanlık kurumu, kurulduğu ülkelerde demokrasi kültürünün yaygınlaşması, vatandaşları idarenin kötü yönetim uygulamalarına karşı korumak amacıyla oluşturulmuştur. Kurum’a eğitim, sağlık, sosyal, güvenlik vb. her konuda şikâyet başvurusu yapılabilmektedir. Gerçek veya tüzel kişiler tarafından ücretsiz olarak başvuru yapılmasından dolayı kolay ulaşılabilir özelliğe sahiptir. Kamu Denetçiliği Kurumu’nun yaptığı inceleme ve araştırmalar sonucunda herhangi bir yaptırım yetkisi bulunmamasına rağmen kurumun çalışmalarının hem parlamentoda paylaşılması hem de kamuoyunda paylaşılması nedeniyle Kurum tarafından ortaya konulan görüşlere uyulmasına önem gösterildiği söylenebilir. Kamu Denetçiliği Kurumu’nun inceleme ve araştırma yaptığı konulardan birisi de engelli haklarıdır. Engelli bireylerin diğer bireyler gibi temel insan haklarından yararlanması konusunda politika oluşturulması ve uygulanması kamu kurumlarının temel görevleri arasında yer almaktadır. Çalışmada Kamu Denetçiliği Kurumu’nun engelli haklarının geliştirilmesindeki rolü ve ülkeye sağladığı katkılar değerlendirilmiştir. Bu kapsamda içerik analizi yöntemi kullanılarak, Kurum’un oluşturulmasından günümüze kadar olan süreçte engelli hakları konusunda aldığı kararlar, yapılan başvurular incelenmiştir. Kurum’a engelli hakları konusunda yapılan şikâyet başvurularında, Kurum’un kurulmasından günümüze kadar sürekli artışın olduğu gözlenmiştir. Özellikle pandemi sürecinin yaşandığı yıllarda Kurum’a engelli hakları konusunda şikâyet başvurularında artış olduğu görülmüştür. Bu nedenle Kurum’un engelli haklarının korunmasında ve geliştirilmesinde önemli katkılarının olduğu sonucuna ulaşılmıştır.

The institution known as the ombudsman institution in the world was first established in Sweden. The ombudsman institution has the authority to examine and express opinions upon complaints from citizens or on its own. It was established as an independent control mechanism in Turkey in 2012. The ombudsman institution was established to ensure the spread of the culture of democracy in the countries where it was established and to protect citizens against the administration's bad management practices. Complaints can be made to the institution on any subject such as education, health, social, security, etc. It has an easily accessible feature since applications can be made free of charge by real or legal persons. Although the Ombudsman Institution does not have any sanction authority as a result of the examinations and researches it has conducted, it can be said that it is important to comply with the opinions put forward by the institution since the institution's work is shared both in the parliament and in the public. One of the subjects that the Ombudsman Institution examines and researches is the rights of the disabled. Creating and implementing policies for disabled individuals to benefit from basic human rights like other individuals is among the basic duties of public institutions. The role of the Ombudsman Institution in the development of disabled rights and its contributions to the country were evaluated in the study. In this context, the decisions taken and applications made regarding disabled rights from the establishment of the Institution to the present were examined using the content analysis method. It was observed that there was a continuous increase in the number of complaints made to the Institution regarding disabled rights from the establishment of the Institution to the present. It was observed that there was an increase in the number of complaints made to the Institution regarding disabled rights, especially during the years when the pandemic process was experienced. Therefore, it was concluded that the Institution made significant contributions to the protection and development of disabled rights.
