Son dönemde, toplumun sosyal, ekonomik, hukuksal ve teknolojik alanlardaki gelişimi, yönetim anlayışında da gelişimleri beraberinde getirmektedir. Bu gelişmeler, merkezi yönetimlerin politika oluşturma süreçlerine olduğu kadar yerel yönetimlerin hizmet sunma biçimlerine de yansımaktadır. Yerel yönetimler; belediyeler ve il özel idareleri gibi, belirli bir coğrafi alanda halka hizmet veren ve kamu politikalarını yerel düzeyde uygulayan ve vatandaşların günlük yaşamını doğrudan etkileyen kamu hizmetlerini sunan önemli kurumlardır. Altyapı hizmetlerinden sosyal destek projelerine, meslek edindirme kurslarından gençlere yönelik spor ve kültürel faaliyetlere kadar geniş bir alanda faaliyet göstermektedir. Buradan hareketle, bu araştırmanın yapılması önem arz etmektedir. Araştırma, Gaziantep özelinde yerel yönetimlerin gençlere yönelik politikalarını incelemeyi ve bu politikaların gençler üzerindeki etkilerini değerlendirmeyi amaçlamaktadır. Araştırmada ayrıntılı bilgi elde edilmesi bakımından, veri toplama sürecinde, tüm soruların önceden tanımlandığı bir görüşme formu hazırlanmıştır. Yapılan araştırmanın nitel bir araştırma olması nedeniyle, görüşme soruları açık uçlu şekilde hazırlanmıştır. Araştırma soruları doğrultusunda; Gaziantep’te ikamet eden 18-35 yaş aralığındaki gençlere araştırmanın amacına yönelik sorulardan oluşan görüşme formları eşliğinde sorular sorularak detaylı yanıtlandırmaları sağlanmıştır. Araştırmanın evrenini, Gaziantep’te ikamet eden 18-35 yaş arasındaki gençler oluşturmaktadır. Evreni temsil eden örneklemi ise Gaziantep’te ikamet eden ve görüşme gerçekleştirilen 18-35 yaş aralığındaki 24 kişiden oluşmaktadır. Veriler araştırmacı tarafından yüzyüze olarak 16.11.2024-08.01.2025 tarihleri arasında toplanmıştır. Görüşmeler sonucunda elde edilen veriler, nitel araştırma yöntemlerinden olan “içerik analizi” yöntemi kullanılarak, istatistiksel analiz programı olan “MAXQDA 2018” ile analiz edilmiştir. Araştırmanın sonucunda gençlere yönelik sportif ve sanatsal faaliyetler, sosyo-kültürel etkinlikler, eğitim ve kariyer destekleri ile girişimciliğe yönelik politikalar sunulduğu belirlenmiştir. Araştırma Gaziantep Üniversitesi Etik Kurulu Başkanlığı’nın 02.10.2024 tarih ve 557599 sayılı kararı doğrultusunda alınan etik onay çerçevesinde gerçekleştirilmiştir.

Recently, the development of the society in social, economic, legal and technological areas has brought about developments in the management approach. These developments are reflected in the policy-making processes of central governments as well as in the service delivery methods of local governments. Local governments, Local governments; are important institutions such as municipalities and special provincial administrations that serve the public in a certain geographical area, implement public policies at the local level and provide public services that directly affect the daily lives of citizens. They operate in a wide range of areas from infrastructure services to social support projects, from vocational courses to sports and cultural activities for young people. Therefore, it is important to conduct this research. The research aims to examine the policies of local governments towards young people in Gaziantep and to evaluate the effects of these policies on young people. In order to obtain detailed information in the research, an interview form in which all questions were defined in advance was prepared during the data collection process. Since the research was a qualitative research, the interview questions were prepared in an open-ended manner. In line with the research questions; young people between the ages of 18-35 residing in Gaziantep were asked questions accompanied by interview forms consisting of questions related to the purpose of the research and they were provided with detailed answers. The universe of the research consists of young people between the ages of 18-35 residing in Gaziantep. The sample representing the universe consists of 24 people between the ages of 18-35 residing in Gaziantep and who were interviewed. The data were collected face to face by the researcher between 16.11.2024 and 08.01.2025. The data obtained as a result of the interviews were analyzed with the statistical analysis program “MAXQDA 2018” using the “content analysis” method, which is one of the qualitative research methods. As a result of the research, it was determined that sports and artistic activities, socio-cultural activities, education and career support and entrepreneurship policies were offered to young people. The research was carried out within the framework of ethical approval received from Gaziantep University Ethics Committee in accordance with the decision dated 02.10.2024 and numbered 557599.
