Toplumlar, farklı kültürel ve sosyal değerlere sahip olsalar da aile kavramı toplumlar için önemli bir değere sahiptir. Toplumsal değerlerin ilk öğrenim yeri olarak aile, öğretilerin yeni nesillere aktarıldığı yer konumundadır. Ailenin toplumsal değerlerin oluştuğu, ülkelerin değerlerinin pekiştiği, insanı değerlerin geliştiği noktada güçlü bir yapıda olmasını önemi büyüktür. Bu nedenle ailenin güçlü bir yapıda olabilmesi için ailenin refah içerisinde olması ve bu refahın desteklenmesi gereklidir. Aile refahının desteklenmesinde insani gelişmişliğin etkilerini incelemeyi amaçlayan bu çalışma, Türkiye’de refahının desteklenmesine ilişkin 1990-2021 yılları arasındaki süreci incelemektedir. Aile refahının desteklenmesini insani gelişim, hane halkı harcamaları, kurumsal kalite, işsizlik ve kadın istihdamı değişkenleriyle inceleyen bu çalışmada ARDL sınır testi yönteminden yararlanmıştır. Çalışmanın bulguları öncelikle aile refahının desteklenmesinde önemli bir ektiye sahip olduğu öne sürülen bağımlı değişken, insani gelişim endeksinin etkilerini irdelemektedir. Çalışmada elde edilen bulgular öncelikle uzun ve kısa dönemde hanehalkı harcamalarının milli gelirdeki payı arttıkça insani gelişmişlik düzeyi üzerinde azaltıcı etkiye sahipken kurumsal kalite artırıcı bir etkiye sahip olduğunu göstermektedir. Bunun yanında işsizlik oranındaki artışın ise kısa ve uzun dönemde insani gelişmişlik düzeyini olumsuz şekilde etkilediği tespit edilmiştir. Çalışmanın sonuç bölümünde çalışmanın ampirik bulgularından hareketle insani gelişmişliğin aile refahı üzerindeki etkisi başta olmak üzere belirli tespitlerde bulunularak aile refahının desteklenmesi noktasında birtakım politika önerileri sunulmaktadır.

Although societies have different cultural and social values, the concept of family has an important value for societies. As the first place of learning social values, the family is the place where teachings are transferred to new generations. It is of great importance for the family to have a strong structure at the point where social values are formed, the values of countries are reinforced, and human values develop. Therefore, in order for the family to have a strong structure, it is necessary for the family to be prosperous and this prosperity to be supported. This study, which aims to examine the effects of human development in supporting family welfare, examines the process between 1990-2021 regarding the support of welfare in Turkey. This study, which examines the support of family welfare with the variables of human development, household expenditures, institutional quality, unemployment and women's employment, uses the ARDL bounds test method. The findings of the study primarily examine the effects of the dependent variable, the human development index, which is claimed to have a significant effect in supporting family welfare. The findings obtained in the study primarily show that in the long and short term, as the share of household expenditures in national income increases, it has a decreasing effect on the level of human development, while it has an increasing effect on institutional quality. In addition, it has been determined that the increase in the unemployment rate negatively affects the level of human development in the short and long term. In the conclusion section of the study, based on the empirical findings of the study, certain determinations are made, especially the effect of human development on family welfare, and some policy recommendations are presented in order to support family welfare.
