İklim sisteminde artan sıcaklıklar, kuraklık gibi meydana gelen doğa olayları değişikliklere neden olmaktadır. Bu değişiklikler insanoğlu ve diğer canlıların yaşamını tehdit eder boyuta ulaşmıştır. Günümüzde küresel bir sorun haline gelen iklim değişikliği sorunun çözümü için ciddi mücadelelerin verilmesi gerekmektedir. Sorunun çözümünde ilk basamak yerel yönetim kuruluşlarıdır. Uluslararası mecrada kabul edilen düzenlemelerin yerel de uygulayıcısı yerel yönetim kuruluşlarıdır. Bu noktada büyükşehir belediyeleri önemli bir aktör olarak karşımıza çıkmaktadır. Bu çalışma, küresel iklim değişikliğinin yerel düzeydeki etkileriyle mücadelede belediyelerin rolünü Konya Büyükşehir Belediyesi örneğinde ele almaktadır. Çalışmanın odak noktası, Konya Büyükşehir Belediyesi’nin iklim değişikliğiyle mücadeleye yönelik benimsediği stratejik yaklaşımlar ile bu stratejilerin uygulamadaki karşılıklarının analizidir. Bu bağlamda, belediyenin uzun vadeli planlama anlayışı ile çevresel sürdürülebilirlik hedefleri doğrultusunda ortaya koyduğu politika belgeleri incelenmekte; özellikle stratejik plan ve faaliyet raporları aracılığıyla kurumsal küresel iklim değişikliği mücadelesi değerlendirilmektedir. Bu çalışmada Konya Büyükşehir Belediyesinin 2019-2023 yılı faaliyet raporu doğrultusunda küresel iklim değişikliği ile mücadele kapsamında değerlendirilen çalışmalarına yer verilmiştir. Bu bağlamda çalışmanın amacı Konya Büyükşehir Belediyesinin 2019-2023 yılları arasındaki faaliyet raporlarının iklim değişikliği çerçevesinde incelemek ve elde edilen bulgulara çalışmada yer vermektir. Çalışmada yöntem olarak içerik analizi yöntemi kullanılmıştır. Konya Büyükşehir Belediyesi'nin sıfır atık yönetimi ve iklim değişikliğiyle mücadele alanındaki faaliyetleri, çevresel sürdürülebilirliğe katkı sağlarken aynı zamanda toplumsal farkındalığı artırmaktadır. Büyükşehir belediyelerinin benimsediği stratejik yaklaşımlar, gelecek nesiller için daha yaşanabilir şehirlerin inşasında önemli rol oynamaktadır.

Increases in global temperatures and droughts are well-documented natural phenomena that have a profound impact on the climate system. These changes have reached a level that poses a threat to the lives of human beings and other living things. In light of this, concerted efforts are imperative to address the issue of climate change, which has evolved into a global concern. Local government organisations are instrumental in addressing this issue, as they are in a position to implement measures at the local level. These local entities serve as the primary implementers of regulations established in the international arena. In this context, metropolitan municipalities emerge as a pivotal actor. This study aims to examine the role of municipalities in combating the effects of global climate change at the local level, using the example of Konya Metropolitan Municipality. The primary objective of this study is to analyse the strategic approaches adopted by Konya Metropolitan Municipality to combat climate change and the implementation of these strategies. In this context, the policy documents put forward by the municipality in line with its long-term planning approach and environmental sustainability goals are examined; the institutional global climate change struggle is evaluated, especially through strategic plans and annual reports. The activities of Konya Metropolitan Municipality, evaluated within the scope of combating global climate change in line with the 2019-2023 annual report, are included in this study. The objective of the present study is twofold: firstly, to examine the annual reports of Konya Metropolitan Municipality between 2019-2023 within the framework of climate change; and secondly, to include the findings obtained in the study. The study employed a content analysis method. The findings of the study demonstrate that Konya Metropolitan Municipality's initiatives in the domain of zero waste management and the mitigation of climate change have the potential to contribute to environmental sustainability while concomitantly fostering social awareness. The strategic approaches adopted by metropolitan municipalities are of paramount importance in the creation of liveable cities for future generations.
