Türkiye, artan uluslararası göç hareketleriyle birlikte transit ülke konumundan çıkarak bir hedef ülkeye dönüşmüştür. Bu dönüşüm, Türkiye’nin göç ve entegrasyon politikalarını daha sistematik ve uzun vadeli hale getirme gerekliliğini ortaya koymaktadır. Bu çalışma, mevcut entegrasyon politikalarının eksikliklerini değerlendirerek, Türk vatandaşı olan Suriyelilerin sürdürülebilir bir uyum süreci geçirmesi için uygulanabilir stratejilerin geliştirilmesine katkı sunmayı amaçlamaktadır. Bu bağlamda, makale şu temel soruya odaklanmaktadır: Türkiye, vatandaşlık kazanmış Suriyelilerin entegrasyonunu sağlamak için nasıl bir strateji geliştirmelidir? Bu soruya yanıt olarak, entegrasyon sürecinde hem ev sahibi toplumun hem de yeni vatandaşların karşılaştığı muhtemel sorunları, kaygıları ve beklentileri tespit etmenin önemi vurgulanmaktadır. Çalışmada, Türkiye’ye özgü bir entegrasyon göstergeleri seti geliştirilmiş ve entegrasyon süreçlerinin izlenmesi, değerlendirilmesi ve yönlendirilmesi için politika yapıcılara rehber niteliğinde bir çerçeve sunulmuştur. Avrupa Birliği başta olmak üzere çeşitli ülkelerde uygulanan entegrasyon göstergeleri dikkate alınarak geliştirilen bu göstergeler, Türkiye’de entegrasyon sürecini ölçmek, izlemek ve veriye dayalı politikalar geliştirmek için temel bir adım olarak önerilmektedir. Sonuç olarak, entegrasyon sürecinin başarısı için uzun vadeli, sürdürülebilir, ölçülebilir ve uyarlanabilir politikaların ve stratejilerin gerekliliği vurgulanmaktadır. Entegrasyonun çift yönlü bir süreç olduğu göz önünde bulundurularak, ev sahibi toplum ile yeni vatandaşların uyumuna katkı sağlayacak yapısal ve sosyal politikaların geliştirilmesi gerektiği ortaya konulmuştur.

With increasing international migration, Türkiye has transitioned from being a transit country to a destination country. This shift necessitates the development of more systematic and long-term migration and integration policies. This study evaluates the shortcomings of existing integration policies and aims to contribute to the development of applicable strategies for ensuring a sustainable integration process for Syrians who have acquired Turkish citizenship. Accordingly, the study addresses the following key question: What strategies should Türkiye develop to facilitate the integration of Syrians with Turkish citizenship? In response, it underscores the importance of identifying the potential challenges, concerns, and expectations of both the host society and new citizens in the integration process. The study proposes a set of Türkiye-specific integration indicators designed to monitor, evaluate, and guide integration efforts, offering a structured policy framework for decision-makers. These indicators, developed by analyzing integration models implemented in the European Union and other countries, serve as a fundamental tool for measuring, tracking, and formulating evidence-based integration policies in Türkiye. In conclusion, the study highlights the necessity of long-term, sustainable, measurable, and adaptable policies and strategies for the success of the integration process. Recognizing integration as a two-way process, it emphasizes the need for structural and social policies that foster mutual adaptation between the host society and new citizens
