Günümüz dünyasındaki en önemli sorunlardan biri olarak karşımıza çıkan olgu terörizmdir. Konu sadece ulusal boyutta değil uluslararası boyutta ortak hareket etmeyi de gerektirmektedir. Sovyetler Birliği’nin dağılmasıyla dünyadaki güvenlik algılamaları değişmiştir. Bu dönemde devletlerden gelecek tehditlerin yanında yabancı (terörist) savaşçılar gibi aktörlerin, kritik alt yapıya saldırı, enerji tesislerinin siber saldırıyla kullanılamaz hale getirilmesi, kimyasal, biyolojik, radyolojik ve nükleer silahların kullanılması gibi eylemleri ve artan kabiliyetleri, devlet ve toplumların tehdit algılamalarında ve politikalarında değişime yol açmıştır. Söz konusu politikaların adalet ve iç işleri ile sınırlı kalmamasını sağlamış ve sağlıktan enerji politikalarına, eğitimden, savunma politikalarına kadar birçok politikanın ilgi alanına girmiştir. Etkin bir mücadele için, terörizmin tüm boyutlarıyla ele alınarak, bütüncül ve koordineli politikalar geliştirilmesine ihtiyaç duyulmuştur. Bu çalışmanın amacı, Avrupa Birliği’nin Ortak Dış ve Savunma Politikaları kapsamında Terörizmle Mücadele Stratejisi gelişimini irdeleyerek, Yabancı (Terörist) Savaşçılarla ortak mücadelesini ortaya koymaktır. Konunun doğası gereği bu çalışmada yöntem olarak yazın taraması kullanılmıştır. Bu amaçla kavramsal çerçevenin çizilmesi için alanda yazılmış bilimsel eserler kullanılmakla birlikte; konunun güncelliği ve hızlı bir şekilde dönüşüm geçirmesinden dolayı AB’nin yayımladığı raporlar ve notlardan faydalanılmıştır. Bu kapsamda çalışmanın birinci kısmında, terörizm, terörizmle mücadele ve yabancı(terörist) savaşçılar kavramları açıklanarak, kavramsal çerçeve çizilmiştir. İkinci Kısımda AB Dış Güvenlik ve Savunma Politikaları incelenerek, bu politikaların gelişim süreci açıklanmıştır. Üçüncü kısımda Avrupa Birliği’nin Terörizmle Mücadele Stratejisi, stratejinin gelişimi, stratejinin önleme, koruma, karşılık verme, izleme ilkeleri ve ilkelerin uygulamaları ele alınmıştır. Dördüncü kısımda, Birliğin Yabancı Terörist Savaşçılarla Mücadele kapsamında, kurumlarında ve üye devletlerinde yaptığı sorgulamalar değerlendirilmiştir. Sonuç ve öneriler kısmında elde edilen bulgular değerlendirilmiştir. Çalışma boyunca elde edilen bulgular değerlendirildiğinde, AB terörizmle mücadele konusunda birlik olarak fazla sayıda üye ülkeye sahip olmasından dolayı bazı sınırlılıklara rağmen, kendi içerisinde gerek yeni kurumlar oluşturarak gerek yeni düzenlemeler oluşturarak gerekse de mevcut düzenlemelerin güncellenmesi yapılarak terörizmle mücadelede etkin rol almıştır. Küresel bir aktör olarak; Avrupa Birliği’nin terörizmle mücadelesi, sadece Avrupa kıtasında kalmamış, diğer ülke ve uluslararası organizasyonlarla iş birliği ve anlaşmalarla güçlendirilmiştir.

One of the most important problems in today's world is terrorism. The issue begs joint action as a matter of collective action problem not only at the national but also at the international level. Especially with the collapse of the Soviet Union, security perceptions in the world have changed. In this period, in addition to the threats from the states, the actions and increasing capabilities of actors such as foreign (terrorist) fighters, attacking critical infrastructure, rendering energy facilities unusable by cyber-attack, using chemical, biological, radiological, and nuclear weapons have led to a change in the threat perceptions and policies of states and societies. It has ensured that the said policies are not limited to justice and domestic affairs and has entered the field of interest of many policies, from health to energy policies, from education to defense policies. For an effective struggle, it was necessary to develop holistic and coordinated policies by dealing with all dimensions of terrorism. The aim of this study is to examine the development of the Counter-Terrorism Strategy within the scope of the Common Foreign and Defense Policies of the European Union and to reveal its common struggle against Foreign (Terrorist) Fighters. Due to the nature of the subject, the literature review was used as a method in this study. For this purpose, although scientific works written in the field are used to draw the conceptual framework, the reports and notes published by the EU were used due to its nature and rapid transformation of the subject. In this context, in the first part of the study, the concepts of terrorism, counterterrorism, and foreign (terrorist) fighters were explained, and a conceptual framework was drawn. In the second part, the EU's Foreign Security and Defense Policies are examined and the development process of these policies is explained. In the third part, the European Union's Counter-Terrorism Strategy, the development of the strategy, the prevention, protection, response, monitoring principles of the strategy and the implementation of the principles are discussed. In the fourth part, the inquiries made by the Union in its institutions and member states within the scope of Fighting Foreign Terrorist Fighters are evaluated. The findings obtained in the conclusion and recommendations section were evaluated. When the findings obtained throughout the study are evaluated, the EU has taken an active role in the fight against terrorism by establishing new institutions, creating new regulations, and updating existing regulations, despite some limitations since it has many member-states as a union in the fight against terrorism. As a global actor, the EU's fighting against terrorism has not only remained in the European continent, but also remained in the world by strengthening cooperations and making agreements with other countries and international organizations.
