Kamu personel sistemi, ülkede yaşanan olaylardan etkilenen, yönetimin odaklandığı esas unsurlar arasında yer almaktadır. Türkiye’de personel yönetimi, Osmanlı Devleti döneminin izlerini taşımakla birlikte günümüze kadar geçen süre içerisinde birçok değişimden geçmiştir. Değişen şartlara uyum sağlamak amacıyla uygulamaya konulan yeni yönetim anlayışı her alanda olduğu gibi personel sistemini de etkilemiştir. Uzun yıllardır kamu personel sisteminin nasıl olması gerektiği konusunda tartışmalar söz konusudur ve günümüzde de tartışılmaya devam etmektedir. Bu çalışmada, sorun alanı olarak yeni kamu yönetimi anlayışının kamu personel sistemini nasıl etkilediği ele alınacaktır. Yeni yönetim anlayışı ile personel sistemindeki değişiklikler ve yeni kamu yönetimi ile personel sistemi arasındaki ilişki ortaya konulmuştur. Kamu personel sisteminde, 2005 yılından sonra esnek çalışma, performans sistemi, çalışanların başarılarının performans sistemine göre değerlendirilmesi şeklinde değişiklikler yapılmıştır. Personel sisteminde yaşanan sorunları azaltmak amacıyla sonrasında kurumlarda norm kadro uygulamasına geçilmiştir. Cumhurbaşkanlığı sistemine geçilmesiyle bazı kurumlar kapatılmış yerine yeni kurumlar kurulmuştur. Cumhurbaşkanlığı sistemine geçilmesiyle kamu personel yapısında köklü değişikliklerin yapıldığı görülmektedir. Devlet Personel Başkanlığı, Çalışma ve Sosyal Güvenlik Bakanlığı bünyesine aktarılmıştır. Yeni kamu yönetimi anlayışının kabulu ile personel sisteminde köklü değişiklikler getirilmiş olsa da geleneksel yönetim anlayışından tamamıyla vazgeçildiği söylenemez. Personel sisteminde yaşanan sorunlar çözüme kavuşmamış görünmektedir. Araştırmada personel sisteminde yeni kamu yönetimi anlayışı kapsamında getirilen değişikliklerin istenilen etkiyi oluşturması için yapılan düzenlemelerin uygulamalara yansıtılması gerektiği sonucuna ulaşılmıştır.

The public personnel system is among the main elements that the administration focuses on, affected by the events in the country. Personnel management in Turkey, reflecting the traces of the Ottoman Empire period, has gone through many changes until today. The new management approach, which was put into practice in order to adapt to the changing conditions, affected the personnel system in every field. For many years there have been discussions about how the public personnel system should be, and it is still being discussed today. In this study, it will be discussed how the new public administration approach as a problem area affects the public personnel system. The new management approach and the changes in the personnel system, the relationship between the new public administration and the personnel system have been revealed. After 2005, changes were made in the public personnel system such as flexible working, performance system, evaluation of the success of the employees according to the performance system. In order to reduce the problems experienced in the personnel system, the norm staff application was adopted in the institutions. With the transition to the presidential system, some institutions were closed and new institutions were established instead. In addition, it is seen that fundamental changes have been made in the public personnel structure. The State Personnel Presidency was transferred to the Ministry of Labor and Social Security. Although radical changes have been brought in the personnel system with the adoption of the new public management approach, it cannot be said that the traditional management approach has been completely abandoned. The problems in the personnel system seem to have not been resolved. In the research, it has been concluded that the changes made in the personnel system within the scope of the new public management approach should be reflected in the practices in order to create the desired effect.
