THE IMPORTANCE OF PUBLIC-PRIVATE PARTNERSHIP (PPP) MODEL IN TURKEY'S HEALTH R&D POLICY


Today, research and development (R&D) and innovation activities are an important determinant of economic growth, competitiveness and national progress. R&D and innovation performance in the health sector, which is one of the technology and information intensive areas in terms of pharmaceuticals, medical devices and medical care, directly affect economic growth. R&D activities, which is one of the main reasons behind the development level differences between countries, is inadequate both macro context and specifically in the health sector in Turkey. In order that Turkey's health R&D performance enhancing and to supplying the need for human capital, state's are needed to intervene with social capital spending and regulatory policy tools. One of these policy tools is the public-private partnership (PPP) model, which is an extension of the provision of public services to private individuals through private law contracts and is implemented in many areas, particularly infrastructure services. This model, which is appropriate to the regulatory and supervisory role of the state, is based on the assumption that the private sector will use resources effective and efficiently with the understanding of management. The aim of this study is to discuss the role and importance of PPP model, which is applied in the Turkish health sector especially in hospital projects, in the development of R&D and innovation in health field. In the study, in accelarating Turkey's health R&D policy and in promoting innovation, has been proposed to can create a significant potential of PPP model. In this context, it is recommended to review the traditional PPP model, which covers only infrastructure and service provision, and to develop an integrated PPP model consisting of complex components.
