Various actors are used to apply this soft power. With these actors, states are trying to reach their goals by creating public opinion. Public relations is one of the most important factors that distinguish public diplomacy from traditional diplomacy. Public relations can play an important role in influencing the target groups of both organizations and companies. The aim of both public diplomacy and public relations activities is to develop successful communication strategies with good planning. Institute for public diplomacy in this context seen as a tool of public relations work Turkey's Yunus Emre in Kosovo activities with researched the extent to implement these activities were analyzed in the framework of public relations and cultural communication models with content analysis method. In this research, the type of activities and communication model in the news published by the Yunus Emre Institute on the official website of Kosovo from 2014 to 2018, when the research was completed, was investigated. Accordingly, it was found that the Yunus Emre Institute mostly applied bi-directional asymmetric and information models.
