DEVELOPMENT OF OIL POLICY IN TURKISH ECONOMIC HISTORY: FROM REPUBLIC PERIOD TO NEW CORPORATE PROCESS


The possibility of Turkey has oil resources consistently held strong by reason of geographically close to the countries where having oil resources. Oil exploration work started with the establishment of the Republic. The perception of these activities in the context of an economic policy is realized through the establishment of the MTA. With this process, oil exploration activities and oil production increased. Due to insufficient capital and technical difficulties, the State was not much interested in the oil issue between 1923 and 1933. After these dates, the importance of the management of petroleum resources started to be given importance with an economic policy that predominantly intervened. It was wanted to benefit from underground wealth in economic development With this new perception of the use of natural resources, oil exploration activities are included in economic policies and planned on a more scientific basis. The acceleration of technical and scientific research has brought about the application of methods according to international technology. New organizations and the desire to give scientific knowledge to the activities of these organizations have ensured the institutionalization of oil policies. This institutionalization has strengthened the stable and continuous quality of policies. This process, which took place in parallel with nationalization policies, has changed in the direction of a new institutional process with the political transformation that started in the 1950s. In this study, the process of finding petroleum exploration activities in economic policy applications and gaining scientific quality is tried to be put forward with historical evidence for this process. The studies conducted between 1936-1958 in the Mineral Research and Exploration Institute Journal, which was issued within the structure of MTA, which is the main institution in terms of mining and oil exploration activities, were examined and the National Archives of the Parliament and the Republic Archive were searched.
