ABOVE SOME COUPLETS IN KUTADGU BİLİG AS A PRINCIPLE OF ETHICAL BEHAVIOR ABOUT ACCOUNTABILITY


The adoption of a more transparent and open management in the state administration with the new public management approach that has developed in recent years has brought the concept of ethics in management to the agenda. With this understanding, the Ethics Committee of the Public Officials was established in order to specify the principles of ethical behavior that public servants should follow and to place the ethics culture in management. One of the principles of ethical conduct determined by the board is accountability. The accountability is also referred to in some of the works written on state and management in various periods of Turkish-Islamic history. One of these works is Kutadgu Bilig which was written by Yusuf Has Hacib in the eleventh century and is one of the first products of Turkish-Islamic history. In the work, the concept of state has been studied through the rules of politics and morality. The work, which contains the rules that must be followed for the prosperity of a society with the ideal state administration and which can also be described as a reference book for the administrators and the public, contains important information about the rules that must be followed in the state administration today, which are known as ethical principles. In this context, it is tried to examine the approach to accountability as an ethical behavior principle in the study by means of the couplets in Kutadgu Bilig. As a result of this study, it was revealed that a new dimension which is an important element of ethical conduct principles in public administration and can be placed in the first place according to our culture and tradition should be added to public accountability.
