Language, especially a foreign language is one of the most important vehicles enabling communication between people-this is the fact known by everybody and this situation can not be denied in our world. The perception of a great need for English is accelerating efforts towards its effective teaching Common European Framework of Reference for Languages (CEFR) is based on the socio-cognitive and action-oriented approach. CEFR is an international standard that defines language aptitude and it does not entail a method of assessment in itself. In this study, English Language Teaching in Turkey has been evaluated on the basis of European Union criteria for accession, emphasizing the significance of English as a global language. The study also addresses, in detail, the fact the Turkish Ministry of National Education and the Higher Education Council have adopted the Common European Framework of Reference for Languages (CEFR) as a guide for their foreign language teaching policies. It is expressed in the study that the matter of "Foreign Language Education" in primary, secondary and higher education is one of the significant factors of accession to Europe beyond proving merely an "internal matter", in this era where foreign language knowledge is important in terms of being able to keep up with professional life and academic studies as well as where Turkey's efforts to integrate with the European Union continue. Furthermore, the case of certain compulsory preparatory classes having been rendered optional by law in 2014 and its effects are examined within the context of CEFR.
