DEVELOPMENT STRATEGIES OF TURKEY AFTER WORLD ECONOMIC CRISIS AND ITS TRANSITION TO STATİSM POLİCİES


The foundation of the economic policies implemented since the foundation of the Republic was based on the decisions taken at the Izmir Economic Congress held in Izmir in 1923. The common opinion prevailing in the decisions taken at the end of the congress was shaped that the economic activities should be carried out according to market rules and the state should not intervene as much as possible. This practice, which is based on liberal thinking, was mainly applied until 1930. In fact, Lausanne Peace contains provisions that prevent the state from intervening in the economy until 1929, especially in terms of customs practices. The major economic downturn in 1929 was the World Economic Crisis, which broke out on the New York stock exchange and deeply affected world trade. The crisis brought the world agricultural products markets to a standstill and the Turkish economy was affected negatively. Turkey closely followed developments affecting the state budget at minimum level has tried to take the necessary measures to. Turkey who affected negatively from economic crisis has started to transition from the liberalism to statist system in order to make the necessary investments. Some investments which cannot be done by private sector made by the state under the industry plan project was launched in 1930 in Turkey. During his visit to Sivas in 1930, Prime Minister İsmet İnönü, in his speech during the visit, took the issue of statism to the agenda and stated that his objectives were based on the principle of moderate statism. In addition, in a statement he made to Atatürk on the subject, he explained that the aim of the Turkish State was not a system based on the socialism method that confiscated all investments owned by the private sector, but only made that investment which cannot be done by private sector. With the statism policy that has been implemented since 1933, the state is planned to be more active in the economy.
