LOCAL MANAGERS TO CIVIL SOCIETY ORGANIZATIONS OVERVIEW: A FIELD RESEARCH


One of the parameters used in measuring the distance covered by societies in political sense is undoubtedly the existence and relations of civil society.  The deliberative and consensual democratic approach brought about by the participatory culture is only possible with the presence of non-governmental organizations.  Therefore, societies that want to accelerate their democratic development are trying to provide balance braking systems not only within the state organization but also through non-state structures.  In this respect, the strong presence of non-governmental organizations is crucial for the establishment of democratic practices in a society.  Non-governmental organizations both limit the sphere of central and local governments and contribute to making more effective and appropriate decisions. For non-governmental organizations in Turkey, it said he could not perform the required function as stated above. It prevents the strengthening of non-governmental organizations due to their inability to develop the desired level of cooperation with the public and private sectors. One of the important reasons for the weakness of this relationship is the crisis of trust among sectors. One of the factors that triggered the crisis of trust is that central and local governments develop reflexes to strengthen their own areas of power. Another reason is that non-governmental organizations act with political motives. In this study, it is tried to evaluate the evaluations of middle level managers working in municipalities which have great importance in local administrations about non-governmental organizations and managers of these organizations.  In this context, a questionnaire prepared by likert method was applied to the managers working in the middle level of a metropolitan municipality.  As a result, it is observed that the said municipal administrators are in a distrust with the political dimensions to the NGOs and their representatives.
