One of the ultimate aims of the countries is to improve and increase their performance. And one of the important components of performance is productivity. Measurement of the productivity is highly important at both micro level and at macro level. Thanks to productivity analyses, countries find the opportunity to determine the fields where they are not productive, and to review their activities so as to remedy these deficiencies. Various methods are used in productivity measurement, among which is total factor productivity analysis. This study addressed the total factor productivity analysis in the context of transition economies considering countries' importance in the global economic system and the effects to be created by one unit of increase in their productivities. Malmquist Total Factor Productivity (TFP) based on DEA output-focused CCR model was conducted in order to determine the total factor productivity of transition economy countries. The period 2008-2016 was taken as basis in the study, and one output element being gross domestic product and three input elements being military expenditures, education expenditures and health expenditures were identified. First, technical efficiencies and technological efficiencies of the countries were examined in the study. Also, total factor productivities were addressed, evaluated and interpreted separately by years within the period 2008-2016. Lastly, Malmquist-TFP index summary for the period 2008-2016 was studied. As a result of the analyses conducted, differences were determined to exist between the productivities of twenty six countries identified as decision-making unit. It was concluded that, among these countries, nineteen were efficient, eight were inefficient, and the results were evaluated.
