EFFİCİENCY EVALUATION OF AİRPORTS IN TURKEY WITH DATA ENVELOPMENT ANALYSIS


The aviation sector in Turkey has been a rapid growth in the last 15 years compared with other sectors. It is expected that this growth to continue in the coming years. Existing airports need to be operated in a way to respond to the growth. However, the operation of airports requires high costs. For this reason, developing countries with limited resources, such as Turkey, to operate airports efficiently is of great importance. In this study, it is aimed to measure the efficiency of airports operated by the General Directorate of State Airports Authority (DHMI) in Turkey in 2018 and identify the airports that can be referenced by ineffective airports, by Data Envelopment Analysis (DEA) method. For this purpose, firstly literature review has been done and then input and output variables used in efficiency analysis of airports are determined. In this study, as input variables; parking capacity, number of check-in counters, number of staff; and AS output variables; passenger traffic, flight traffic and cargo traffic are used. In this study, among 56 active airports in Turkey, 45 airports where the passenger and aircraft traffic is present was designated as the decision-making units. These airports have been classified as large and small airports according to the number of passengers, and then efficiency analyzes are performed. According to the results obtained, among the large airports, Antalya, Balikesir Koca Seyit and Istanbul Ataturk airports; Among the smaller airports, Kahramanmaraş, Muş Sultan Alparslan and Şırnak Şerafettin Elçi airports have been observed to be efficient. In addition, in this study, the airports which can be used as a reference to be efficient by ineffective airports have been determined.
