LEADERSHIP IN THE PUBLIC INSTITUTIONS MANAGEMENT AND CRISIS ADMINISTRATION


The period we have been living is accepted as a term where a fast transformation is being experienced not only in data and technology field but in the concept of traditional government management. Customary types of administration have difficulty to meet the people’s needs and expectations due to these transformations. Despite the adaption with the information society, various opportunities which would increase the effectiveness of the public sector, private sector and individual transactions have arisen in the world. These opportunities paved the way for new restructuring in the government managements in various countries. In this period in which continuous transformation is being experienced, the issue of leadership though as a guide of conversion and innovation has come to forefront in the public administrations. Crisis and crisis management are the notions which are encountered continuously in national and international area. And if the crisis management fails, the relevant institution loses its reputation and respect. From this point of view, in crisis times, moral factors such as dignity comes to the forefront rather than material damages. Crisis management; against probable crisis positions, is the process to obstruct probable crisis which may occur in the organization or to recover the situation with minimum expense and losses in case of sudden crises, by paying necessary attention for the prediction of probable signs of crisis. In crisis periods, only the real leaders can take care of business and can be successful. An effective leader should envisage the crisis prior to its occurrence. If he has been unable to obstruct the initiation of the crisis he will develop various ways to overcome it. To achieve this, the leader should acquire most of the leadership properties. Leadership and crisis management have important place in the public institutions management. In this study, leadership approaches, the significance of the leadership in terms of public administration, leaders’ crisis management and crisis management skills are discussed.
