AN INVESTIGATION ON THE INVESTMENT, MONITORING AND COORDINATION DIRECTORATE


The sduties and responsibilities of special provincial administrations closed under Law No. 6360 have been transferred to the metropolitan municipalities and again to the The Headship of Monitoring Investment Committe and Coordination, established under this law. In this context, the aim of the study is to investigate the effects of transferring some duties and responsibilities of provincial special administrations, which is a local government unit, to a centralorganization, the The Headship of Monitoring Investment Committe and Coordination, and its effects on the local government system. The Headship of Monitoring Investment Committe and Coordination in all metropolitan cities in the Aegean region have been determined as sample and an interview with a qualitative research technique has been conducted with the Heads and Executives of The Headship of Monitoring Investment Committe and Coordination, in the Aegean region. During the interview, both the information about the organizational structure, duties, powers and responsibilities, financial structure and supervision of the The Headship of Monitoring Investment Committe and Coordination has been received and the answers related to the questions about the institution have been searched for. Within the scope of the study, it has been determined that various disruptions have occurred in the duties and responsibilities of the special provincial administration which has been transferred to the Directorate of The Headship of Monitoring Investment Committe and Coordination, and a new legal regulation is needed.
